The 494 SESR is also known as skilled work regional visa, and it was introduced in year 2018 to replace the 187 visa, it enables regional employers to address identified labour shortages within their region by sponsoring skilled workers where employers can’t source an appropriately skilled Australian worker.
The 494 visa use its unique visa conditions to impose compulsory minimum three years residents and working in Australia regional areas requirements. Holders usually need to work three years for the same emplyer before they can access permanent resident pathway, namely Permanent Residence (Skilled Regional) visa (subclass 191).

Although the 491 visa is strict with work and residency requirements, it also provides significant flexibility about the nominated positions. They can work on any positions that belongs to Medium and Long-term Strategic Skills List (MLTSSL), short-term skilled occupation list (STSOL) or Regional Occupation List (ROL). The flexible occupation lists give regional business more freedom to sponsor skilled workers and address labour shortages.

The 494 visa has two streams:
  • 494 Employer Sponsored Stream: This stream is for applicants who are sponsored and nominated by their employer that operate business in regional Australia. The nomination positions can be on any of the occupation list MLTSSL, STSOL or ROL.
  • 494 Labour Agreement Stream: This stream is for skilled workers nominated by employers who have a labour agreement with local Australian government agency. The most common agreements are Designated Area Migration Agreements (DAMA) and Global Talent Employer Sponsored (GTES) agreements.
The common visa application requirements for two streams are same, they are:
  • be nominated to work in a position on the relevant three occupation lists.
  • have at least 3 years relevant working experience in your nominated position or a related field
  • have a relevant skills assessment for most positions.
  • work only for your sponsor or associated entity in regional area only
  • meet minimum standards of English language proficiency: IELTS 6.0 or PTE 50
  • Be under 45 years old when apply, exemptions apply on some special positions and current 482 TSS or 457 visa holder.
The 494 visa features:
  • live and work in regional Australia for 5 years (494 compulsory visa conditions)
  • study (you won’t receive government assistance)
  • Can include your family members into your application. Or they can apply separately as 494 subsequent entrants.
  • can apply for PR through 191 visa after work 3 years for the sponsor
  • Access to Medicare
